All of them will save Treviso, in their own respectful reasons. They all understand that Minrathour is capable of taking care of itself whereas Treviso is unable to, mostly... it is Rosalia's home and the first thought was Viago and her mother everyone understand that for her and will help.

herja chose treviso because minrathous seemed well armed during their original hunt for solas while the former is a mercantile city that is already under occupation by a foreign army.

Kai saved Minrathous for many reasons:
-the defenses are controlled by the higher ups who would not give a shit about places like Dock town
- the Venatori control by the country would be extremely bad
- if the shadows get wiped out there’s nobody left fighting slavery

My Rook chooses Treviso since they don't have the ability to fight the Antaam effectively without help, let alone deal with disease from blight because they don't have clean drinking water. Tevinter has the ability to bring in military help - Antiva doesn't. Easy peasy. Sorry, Neve, ilu!!

Ciril de Riva chose Treviso. It was the obvious choice for him-- Antiva is his home. Protecting her is his priority in that situation.
Destry, on the other hand, chose Minrathous. To them, especially after surviving Adamant, the Venatori with that much Blight were a bigger threat to Thedas.

1. Treviso -> water ways -> many civilians

Fynn saved Minratheous, he's a SD who was acutely aware of the precarious political position they were in, how ready the Venatori were for a moment to strike. He felt awful abt Treviso but knew if the Venatori weren't stopped even if they saved the world Tevinter might fall or might go conquering

Clay goes to Minrathous. He considers the Venatori the greater threat and even though Treviso is so vulnerable he can't bring himself to not act on that.
He doesn't like it. The aftermath haunts him. And it permanently changes his relationship with Lucanis in ways he wishes he could take back. :/

Kalais helped Treviso. His plan was to split the team & then regroup in the other city once the first dragon was killed. Blight infecting all the water in Treviso seemed like it would be a disaster & between the two he thought Minrathos, with all it's defenses, would be able to hold out the longest.

Brook helps Treviso first, Lucanis' points about it being a merchant city & blight getting in to the water were enough to sway her, she knew what defences Minrathous should have had at its disposal, & thought they had the higher chance of holding out that bit longer until she could make it there too

Marcus is a Shadow Dragon, but he saved Treviso. He had hope in the Tevinter army and the floating palace shooting laser. But Treviso was defenseless and this is why he chose to go there. This is something that gave him lots of nightmares but if he had to choose again, he would still pick Treviso.
