A balanced analysis of NWS, NOAA and Texas. Certainly a tragic reminder of why we need those agencies so desperately, and cutbacks are risky. But the main factor here may have been lack of a middle-of-the-night warning system with blaring sirens, like for a tornado. www.politico.com/newsletters/...
