Wheeler used to declare a state of emergency to bypass council on everything. We specifically stripped the mayor of all authority to enact policy change (including removing the ability to declare a state of emergency). Wilson does not have the power to do whatever he wants, sue him into compliance.
The housing bureau is supposed to focus on the long term solutions to provide stable affordable housing that the market isn't providing, not become a homeless navigation center. If the mayor wants to change that core mission, bring an ordinance to council.

The mayor doesn't get to abandon any missions. That's not his, but your exclusive authority. The mayor can hire and fire, yes, but cannot pursue a different path and if the mayor is firing to prevent policy then you sue him to enforce action of the policy you enacted.
Pair this with the recent firing of the Housing Bureau director, an international expert on social housing. It seems the mayor wants to abandon the mission of the housing bureau in favor of recreating the services that the County is supposed to be offering.

Under charter reform there are no states of emergency such that Wheeler used to do whatever he wanted w/o full council authorization. There are no special mayor powers set aside to enact special mayor priorities outside of what is enacted by council. Period.
I oppose the resumption of sweeps beginning tomorrow. They are costly, ineffective and cruel. At a time when our Federal government is literally starving our most vulnerable neighbors, we add to that by violently taking from them what little they have? My statement attached.
