His old car is broken down, so he has to drive this one until he can fix it, if he can figure it out. He can't afford to pay to have it fixed. He can't afford to pay back fees on tags for 7 years on a car he didn't own. How stupid is it, that he can't just buy new tags? He's working full time.

Just had a young person here yesterday. He is driving an old, beat up car he got from a friend. The original owner hadn't renewed the tags, the friend hadn't renewed the tags, & now they are 7 years behind. He's expected to pay about $700 in back fees for tags. He's had the car less than a year.
