If Israel has the right to issue (or deny) "permits" to work in Gaza, then they control Gaza. Which means that a large swathe of people under Israeli rule are not even considered citizens, let alone have a say in running the country ruling them.

Countries like the US tend to make up excuses for high level crimes, also Israel & Russia, where no matter how ruthless or criminal an individual is there is a large segment of the population helping them avoid accountability by removing or denying the malicious intent behind their actions.
