The question is can we return to those high compliance numbers or does an ever growing system mean we need a different type of fare enforcement?

There are other reasons why gates might be worth it but from a monetary perspective, for Sound Transit, it's almost 50/50 on either decision right now.

To conclude I think it's fine that ST is studying whether to install fare gates. The Urbanist has reported that they will continue to study it this year. But we have seen high levels of fare compliance without gates.

Also BART's "$10 million new revenue" number is an estimate. They only finished installing fare gates in August 2025. This isn't to say that the number is wrong, it's just early. We'll need to wait till their FY26 report for a more accurate accounting.

Where did ST's 85% fare payment rate from that 2022 study come from? That was our fare payment rate in 2019, pre-pandemic! We were only 6 points off BART's current fare compliance rate with our existing 2019 system.

However BART's new numbers come from their new FY25 financial report which specifically states that 9% of riders said they saw someone fare evade. Meaning a 91% compliance rate.

You need to pay attention to the assumptions being made though. The 2022 study assumes that gated stations increase fare compliance to 95% which is supposed to be in line with gated peer systems.

ST has been looking into fare gates for a while. The first study I remember was from Dec 2022. With a 55% fare payment rate we would see 2 years to break even on gate installation costs if we only installed gates at the top 5 Link stations. At an 85% fare payment rate that 2 years drops to 8 years.

I had to work late today so I only just got to see these new numbers for BART but let me give my hot take about Sound Transit installing gates for the Link. There are probably better uses of Sound Transit money!
BART’s new tall fare gates are bringing in an additional ten million dollars a year in revenue that would have been lost to fare evasion.
