The problem with this is: there is no consensus on what content, information, or forms of expression are considered inappropriate for minors. This bill would instead result in websites being blocked from access altogether unless they allow for this mass surveillance to be conducted on their users. This bill seeks to widen the legal definition of criminal obscenity to include any speech or expression that is considered ‘adult’ or ‘nsfw’ in nature-calling for the criminalization and punishment of any forms of speech or expression deemed to be ‘obscene’ under its wide and vague definitions. The problem with this is that there is no consensus for what is considered ‘adult’ or ‘dangerous’ forms of expression. Any content, artwork, expression, or information, considered ‘Obscene’ under the wide definitions of this bill could be criminalized at the federal level, violating first amendment speech and putting artists, educators, and content creators at grave risk of prosecution.

Reproductive health resources and LGBTQ+ communities would not only be at risk of censorship, but discussion or expression of such topics would be rendered punishable by imprisonment. Artists would find themselves at risk of being arrested and imprisoned simply for creating art that is considered ‘Obscene’ under the vague definitions of this bill.
