This will protect against states potentially dropping the program entirely - and will cost Rs a significant amount of their savings, making the House politics worse.
they could maybe slow some things down a little more, but...I mean, the Rs control the floor. if you mess around with that, they'll eventually just rule you can't obstruct anymore. 1
