What is different is the wins 🟩 48% vs. 53%

CPS report deliberative groups liked reducing net migration to zero least of the options
- didn't think it was possible
- identified specific reasons/needs why not
But for smaller hardline group, reducing *net* to zero didn't go nearly far enough unless shut borders & deporting lots of people too!
