The Mariners are 16th in payroll. The Brewers are 23rd. The team that spent the most this year, the Mets, didn’t make the playoffs.

Your point is correct, but this is really a function of how important the quarterback is. I’d have to look at the list, but I’m betting those repeat winner have HoF QBs. You can’t really guarantee your place in MLB playoffs with 1-2 great players. See 2018-2023 Anaheim Angels.
