Cotton seemed to claim the legal standard is survivors of an attack must be literally "incapacitated" or at least "dog paddling in the water" and unable to seek rescue to count as shipwrecked per the law of armed conflict and that's just wrong. He'd Clearly be OK with blowing up lifeboats then

The photo of the explosion of USS Shaw's forward magazine is one of the most iconic images from the attack on Pearl Harbor that occurred #OTD in 1941. Despite heavy damage, the Shaw was repaired by 1942 and served in the Pacific for the rest of the war, earning 11 battle stars. #PearlHarbor #WWII

My uncle, Louis Conter, was the last surviving crew member of the USS Arizona. Quite the character - after the Arizona he became a PBY pilot for the rest of the war and got shot down twice.
