I don't think it's untrue that evaluation of cost is a thing that goes into decisions, but the thing is that those extra pixels/sprites what have you were probably considered to be expensive at the time as well (if not in literal $ then also possibly storage space)

my other wholly undeserved A in uni was a paper on wuthering heights without having read it. I showed up at lecture and made note of the passages the prof talked about and built the essay around the same quotes.
