I do not believe "has muslims" is a valid reason for a negative review, and Valve too often tolerate hate on their platforms.
Valve has now rejected my complaint, confirming that "I don't like muslims" is a valid reason to leave a negative review on a game on Steam

Uncle of mine was about to vote for a dude that sucked, but then he actually heard him talk and he had such abysmal charisma he decided not to vote for them.
