Steering the Craft by Ursula K. LeGuin is a perennial favorite. There are always more nuggets of wisdom that I don't get the first time through. It's applicable to all writers, regardless of genre at any time.
Matt Bell's Refuse to be Done gets a read every time I have a new book WIP as well.
