I'm not in tech, but the only way I know of to accomplish this is through the installation of client-side scanning software. This would break all kinds of encryption and present a historic honey pot for every 3-letter agency on earth.

If this is the facility I think it is (can't recall the name), this is a significant fire. There aren't many left in Russia at this scale, so this one will hurt quite soon. This was essential for a lot of drone components--and with drones launched within months of production, not a big stockpile.
