These articles always frame this on people beating the subway fare. According to this article fare evasion is~1/3rd of the MTA's $1B loss. Subway scofflaws aren't the majority of that 1/3.

Meanwhile, what about the ~2/3 of a $B lost to drivers who cover their license plates to not pay tolls?

All the judges were dismissed from the immigration offices at 26 Federal Plaza — a building that houses the NYC headquarters of ICE and has become the epicenter of migrant arrests in the city.

Some people put a premium on space in my experience, others put a premium on not having to have a car and not being isolated out in the suburbs
