Pro-voting groups asked a court to block the new bill, SB 1011, which they say violates the state constitution and Prop 4, the state's anti-gerrymandering law. In the legal filing, they say the new map passed by the legislature “unduly favors Republicans.”

Gotta say, it's a pretty diabolical scheme to usurp a voter-approved law to prevent gerrymandering. The bill is quite complicated but the TL:DR is that it essentially reverse-engineers the standards for testing to see if a map was drawn with partisan intent, so that those standards favor the GOP.
