I used to teach this stuff as an "outdoor skills" workshop through the hiking club at my college in the early oughts. As in, "we drive long distances on sketchy dirt roads to trailheads and there's no cell service out there. So you should know this!"
My friends who teach college complain about this a lot. Anecdotally they saw a big shift in the early-mid 2010s - basically, the first kids to grow up with smartphones. I'd also love to see data on prevalence of "computer skills" classes as a distinct subject at the K-12 level over time.
