I've heard credible sounding analysis that France is undervalued in this because they don't report everything or report it at deep discounts. Why? I don't know. Perhaps domestic politics. The larger point stands though. Next week: new data update from Kiel Institute.

Key difference is that for Norway's fleet Block 4 would be an upgrade, while for Finland it is the initial delivery according to what we purchased. But Block 4 is nowhere ready.
