There are claims out there that Ukraine’s attack on Russian strategic bombers (see article below) was possible due to provisions in the strategic nuclear arms control agreement New START which purportedly requires both parties to park their heavy bombers in the open.

Preventing nuclear use must remain a top priority for leaders❗️Both NWS and NNWS have a role to play. I hope that neither side underestimates the other’s tolerance for risk & the danger of incremental escalation.
The best course of action is to make sure that the use of nuclear weapons is politically impossible. That would require working with a broad range of states to consolidate the message that nuclear threats are inadmissible... 9/

The CTBT de-ratification note - "The adoption of this law does not imply the termination or suspension of the CTBT ... It will allow the withdrawal of the ratification letter... Russia will continue to remain a participant of the Treaty with all the rights and obligations arising from it."
