So, the takeaway is that habitual offender laws did not emerge from the tough on crime era in the late 1900s, but instead from the eugenics movement in the early 1900s. The Howard Law Journal published my research on this last month.

I taught a US citizenship class to South Sudanese refugees in Nebraska, 2006-2007. Fleeing civil war, they worked arduous jobs at a meat packing plant. Many had no literacy in any language.

But they studied hard for a citizenship exam which many native-born Americans would not be able to pass.

This week was extremely difficult for California Bar takers. Approximately 5,000 examinees sat for the California State Bar Exam. A number of changes were implemented prior to the exam and they resulted in a massive exam failure that may have impacted all applicants in one way or another.
