That's correct. Once you move from single-member districts to multi-member districts, you can allocate the seats proportionally to votes won.

For the House, repeal a 1967 Federal law (e.g., passing the Fair Rep Act, H.R. 3863). Another method is states with ballot initiatives like California.

Real talk: When was the last time your vote actually mattered in a California legislative race? Most districts are so safe that the primary decides everything.

"Proportional representation would effectively neuter any attempt to gerrymander. First, multi-member districts would mean fewer lines to draw and, therefore, fewer opportunities to gerrymander. Second, the remaining district lines become far less important."
