Do other rich countries have government shutdowns? My hot take would be such a thing should not exist. Funding continues at current levels until some new budget is enacted which modifies those levels.

Nothing they get in a budget deal (even if signed into law and not just a handshake deal) is going to stop an already illegal occupation.
