The Office of Management and Budget sent a notification to Congress about their intent to use research and development funds to pay members of the military, two sources with direct knowledge tell NBC News.

A spokesperson for the OMB confirmed to NBC News that it plans to use the research and development funds and that there are two years' worth of funds available within the Department of Defense.

Top five most foolish posts of the day. So many soldiers in modern wars have been convicted of war crimes. Steven Dale Green, for example. All the US soldiers involved in the Mahmudiyah rape and murder, actually. Abu Ghraib. So many examples....

Given that the whole point is to keep escalating the violence, this is the most effective form of protest. It undermines their narrative of a "violent mob", and every time they try to escalate, they'll just look goofy as hell beating a bunch of inflatable animals.

Today I was going to make my lentil soup, but I was apparently out of celery and lentils, so I made a coconut red curry soup with carrots, sweet poatatoes and potatoes,cauliflower, tomatoes, and grated zuchini. I had kind of made this soup up planned on pureeing it,but tasted it and loved it as is.

This is a very important skill for a cook who makes soups in a resto where the chef isn't great at getting orders in on time. Walk in the cooler and find ingredients. Well done soup ninja!
