This means that the state police (and some other agencies) will no longer be empowered to detain and arrest people for ICE.

Congress designing a process to admit or grant independence (or a pre-agreed upon & ratified treaty) — before the expiration of its elected mandate — is by definition Congress granting statehood. It’s also not binding one Congress to another

Your argument doesn’t hold water to even a cursory glance
Unconstitutional bill. Only Congress may admit states, not POTUS as the bill proposes; and one Congress cannot bind a future Congress to take course of action. Spelled out e.g. in the 2007 Report By The President’s Task Force On Puerto Rico’s Status:
