It’s basically Independence but with a treaty of mutual defense + a granting of a limited amount of federal money & programs to the people of PR (aka the elimination of SS, Medicare, food stamps & heavy curtailing of Medicaid) with money block granted. Also a mechanism to strip future citizenship.
