So if your state has unexpectedly more beneficiaries or they utilize more services than usual, states are left to try to cover the rest. This will increase rural clinics closing and result in higher mortality, from new born infants, to pregnant women, to older adults to everyone in between.

Let me explain: States currently receive a percentage for each medical expense they pay from the federal government (called FMAP). That means they will receive more money if more people are on Medicaid or they utilize more Medicaid covered services. Block grants are pots of money that don't change.
