Sure, Monster Care Squad, for example doesn't even have specific combat resolution mechanics. It's largely not a game about fighting, fighting doesn't accomplish any of your goals, so there's almost never a reason to do it.

the reason people sometimes act madder at democrats than republicans when republicans do impossibly evil shit is the same reason why, if you hired an exterminator to handle a roach infestation and he showed up to feed and play with them instead, your first instinct wouldn’t be to yell at the roaches

1) It's not that big of a deal if you can't hold the entire battlefield in your head the whole time, we're pretty good about conveying how the situation is changing.
