Next is Shubham Savaliya from Conestoga Students Inc. He's asking to restore funding to fully implement the #98 Speedvale for 2026 as originally listed in the budget. (As you may know, Consestoga is on Speedvale Avenue West.)

Last but not least is Scott Frederick. He says the budget is an expression of values, and no matter what the tax level is there will be people that can't afford it so there will always be a race to the bottom. We need to think about return on investment.

Mary Ann Burrows is next. She notes her concern is the reduction of greenhouse gas and the City is lagging in its goals. She notes that transportation is the single biggest source of GHG and this budget targets things that will slowdown the modal shift and thus impact climate change goals.

Petric notes that funding transit is an act to create affordability, since people will no longer have to buy a second or third car. Delaying transit is an economic liability to the city because it creates gridlock and costs people time too.

Next is Steven Petric from the Transit Action Alliance of Guelph. He says the budget funds stagnation and we need to invest in transit now to advance connectivity and frequency, especially the #98 Speedvale. He says transit delays harm residents, businesses and climate goals.

She also notes restrictions on double, jogging and wagon strollers on Guelph Transit buses. It seems like the city is making it harder to get around in anything other than a car.

Bike Mayor Andrea Bidgood is up next. She's concerned about moving backwards on the shift to more trips on a bicycle, and concerned about losing momentum on Vision Zero. Winter maintenance cuts will not help these goals, and neither will deferring some infrastructure spending.

In 2026 Fares could be hiked as high as 7.69% (Cash Fare) & the monthly cap will hit $100 by 2027...and yet buses are late, stuck in traffic, filled to the brim...delayed investments, slowed electric bus purchases....so much for "getting our house in order!"

We’re technically investing in transit.
✅ Route 98 (someday)
✅ Free rides for youth/seniors (great! wonderful! thank you!)
❌ Still waiting 4 YEARS for faster, reliable bus service citywide. (Quality Transit Network, now pushed to 2029)

“Lowest tax increase in Ontario” = highest cost for those without cars.

Cutting bike lane plowing, pedestrian safety and transit to save $25/month?

When the monthly transit fare cap is $94.05 that’s hardly affordability.
