Commonly, people would take large portions of the holidays off. And unofficially, offices tended to be very slow anyway between mid-Dec. and Jan. 1 anyway. In some cases, you could just "work from home" and if you checked email, you could count it as a work day and not have to log the time off.

I used to like having a week of vacation days banked as a buffer, but also, corporate policy only allowed me to carry over a week anyway. The rest? Use it or lose it.
