Short version, ICE is trying to terrify people, and Portland is weird. So a guy dressed as a chicken, while ICE was freaking out, then suddenly there was an inflatable frog, inflatable capybara, and others having a dance party in front of ICE. Because it really does ruin the optics of a takeover
