This is a textbook case of political asylum.
In late 2020 a Chinese man called Guan Heng travelled to Xinjiang with our BuzzFeed map of detention facilities to provide ground truth for our work - he provided the first corroborating evidence for many sites.

He escaped to the US - then ICE detained him.

UPDATE: I've heard from Jose's family. He's apparently been transferred to an ICE detention center in TX, but it's been days since they've been able to speak with him.

He needs medical care and to be able to speak with his family and lawyer. This obscene cruelty helps no one.
You can hear Jose scream in excruciating pain as an ICE vehicle runs over his foot while he's being detained.

His family says Jose is a good man, with no criminal record, who works in roofing.

He needs to be released from detention to receive appropriate medical care.

This is really important. Both in the fact of IMLS reinstating grants. (Which have been *crucial* for libraries and civic life across the country. Notably in rural areas.)

And in the example that the overall stalwartness and rigor of federal district/circuit courts has made a huge difference.
IMLS announces "upon further review" that it is reinstating all federal grants to libraries. It leaves out that it's doing this because a federal court told them a few weeks ago that the Trump admin's decision to destroy libraries was not legal.
