Even if their boats were full of drugs, if they're in international waters nobody can do anything about it. There's no reason to kill people even if finding out if their cargo is actually drugs.
The boat strikes are illegal. Dope couriers are not military combatants. So killing them with air strikes instead of arresting them is murder. It’s that simple.
