When you finally kill them and loot their body there's a note in their inventory detailing a whole bunch of horrible things they did that are worse than the original reason you killed them.
And they're so unbelievably certain that the outcome of this pain is that people will realize they were wrong and change their ways.
It's like someone claiming they must hit their kid so they learn not to run into the street. Suffering is a pretty shitty educator with unpredictable outcomes.
People want emotional satisfaction where the people who created this harm not only are punished but repent. They feel collateral damage is acceptable to achieve that.
With a dash of absolute certainty of the outcome. It's like being certain that hitting a child will teach them not to do something dangerous. The educational pain you want to inflict sometimes teaches the wrong lesson.
And I understand wanting an emotionally satisfying outcome, where people learn their lessons, repent and declare you were right along, but reality is that's probably not going to happen.
So you mitigate harm, do the best you can and keep going forward.
