The price was never meant to be cost covering, and I would argue doesn’t need to be. You might want to charge a token amount because psychologically people don’t appreciate free things.

Vienna airport also offers a good experience. The train terminal is easily reached, and serviced by an (expensive) express train (CAT, the local train (S7), and (inter-)national trains. The biggest downside is that the airport is not included in the Vienna city area public transport ticket.
