Ta. I had to look into this for the art trade. The same amendment includes 'artworks', and so far US customs are indeed using that exemption to not put tariffs on 'artworks'.

The snippet of the law cited above specifically mentions "artworks" which sure sounds like it's meant to encompass entertaining in addition to informative material.

The strange thing is that the White House has already acknowledged it cannot tariff 'informational goods' like films. Here they are citing the Berman Amendment (50 U.S.C. 1702(b)) in Trump's first major tariff announcement on April 2nd.

The reason the Berman Amendment is so important is that it was brought in to stop a US President using tariffs to control information and 'informational materials'. In other words, to prevent censorship. So we can see why Trump might want to override that.

I don't think Trump can put tariffs on films? Under the 1988 Berman Amendment, films are explicitly exempted from any Presidential tariff order, whether emergency or not. Here's the relevant clause from The International Emergency Economic Powers Act (IEEPA):

He’s making hundreds of millions of dollars extorting bribes from businesses lobbying to have tariffs on goods reduced.
He wants to extort money from film studios.

What’s a “foreign film” anyway? is it defined by where the film is shot (could be multiple locations, maybe including the USA), or where the CGI is produced, or the post-production work occurs? Is it the business address of the production company? Is it the nationality of the cast and crew?

This isn't how anything works.

You can probably introduce a tax on foreign films by targeting cinemas, I guess, but you can't charge it at the border as a tariff for what I hope are obvious reasons...

They're probably not named unless addressed. Each episode has a limited number of actors due to budget, and actors can do 2-3 different voices an episode, so anytime there are extra new characters it's very likely an actor already in the episode is doing the voice, so I'm sure Kimiko likely did!

There's no reason those other characters you mention couldn't return. But Chibiverse is currently only a show with original Disney Channel show characters, characters from Disney movies (even if those movies have shows) are not currently featured.

I definitely wouldn't interpret it as a lack of interest or not wanting to have representation, a lot of people (including me) really love "Moon Girl" it's more each branch working to protect the value of their brands and characters.

Although Disney owns all Marvel, Pixar & franchise characters each branch has its own rules to protect their brands, so while we were able to make solo Chibi Tiny Tales featuring "Moon Girl" that is currently the only way she can appear in Chibi form.
