Which everyone who understood govt knew at the time. But that would have taken more work to understand the agency and its employees than Musk or RFK Jr were willing to expend then, or even now.

CMS-3481-P would prohibit hospitals which get medicare or medicaid (so all of them) from providing gender affirming care. This puts politics ahead of the care of transgender youth & the research which showing the care helps.
