Partial local dimming for anti-dazzle purposes exists but the NHTSA has been dragging its heels allowing it into the US market.

4/ Of the 11(!) findings Judge Fitzpatrick made, this one seems the most ominous - that the "grand jury transcript and recording likely do not reflect the full proceedings" before it.
Unless the gov't can show that failure was "unintentional," Fed R. Crim P. 6(e) requires dismissal.
