Readability and understanding are more important than succinctness, imho. If one has to think about what the programmer intended you're doing it wrong.

"Genauso ist es, manche merken gar nichts und wundern sich wenn man sie mit Nichtbeachtung straft."
Literal translation: "Exactly (how) is it, some notice not and wonder when they (one) with non-compliance (to be; are) punished"
