It used to be part of my role to obtain vaccination consent... emphasising that it was the parents' choice was like oiling the wheels to that consent.

To increase the vaccination rate generally? Compulsion increases mistrust and most of our childhood vaccinations are needed and offered long before parents are thinking of school.
