By outsourcing capabilities to consultants, governments haven’t invested in public sector capacity, making them woefully unprepared to manage crises, as we saw during the COVID-19 pandemic. On Monday I'll be speaking with @UNESCO about building up in-state capacities, instead of outsourcing.
