What preventive care? There were no preventive health measures in use in 1948 to my knowledge.

Relief of poverty, squalor, ignorance etc of course were such measures.
Labour Party’s argument for National Health Service in 1948 was that people need health care (especially preventative) and they don’t need what they called ‘money worries’.
