These are all good projects.
Getting an electricity grid up there is important and building the roads make that easier.
The expansions of Northern Transformer and Hitachi HVDC manufacturing in Canada helps to provide the grid equipment needed.
Road access for military use is critical too.

my one issue/question is, say we get UBI, and it all goes swimmingly, but then for whatever reason the gov't decides to reduce or cut it.

It's not like anyone's got leverage -- you can't go on strike and force the employer to recognise you need a living wage and they need workers.
