The article says there were 18 people so there was more than enough to house every single person at that camp.
Just some back of the napkin math here:
900,000 (for one fence!? Christ) divided by the avg rent in Portland divided by 12 months in a year…
900,000 / 1550 / 12 = 48.4
Even assuming 1 person per apartment, this could house 50 people for a year instead of this gatekeeping bullshit.
