NSIRA largely reviews compliance of Canadian natsec agencies with the law. It is not a transparency agency per se. But certainly transparency is part of the larger mandate. And three years to release a report (especially well after the Michaels have returned) is not a good look.

Based on the UK’s Crown Prosecution Service website, this likely is being investigated as “Involuntary Manslaughter”, which they identify as follows: Where an unlawful killing is done without an intention to kill or to cause grievous bodily harm, the suspect is to be charged with manslaughter…

Yes, though greater effect from all forms of immigration. There were over 800k foreign students in Canada in 2022 (out of ~2.2M temporary residents). Canada also welcomed over 140k refugees and 437k permanent residents. Over the same period, there were ~220k new housing units completed in Canada.
