NEW: The U.S. Supreme Court won't review a lawsuit alleging that Pennsylvania is violating federal law by rejecting mail-in ballots missing a correct hand-written date from voters on the return envelope. But the Pennsylvania Supreme Court will decide if these rejections violate the PA Constitution.
