Absolutely reasonable dissonance .

Than answer is that starting point moved up. But also upward revisions after 2019 also material, so neither higher starting ooh t nor fisher growth since pre-covid.

I could have made it additive, but Tilley that would be exaggeration

For sure a bit. The mechanism isn’t through the public finances though. It would be that government would have the courage of their convictions if they weren’t persistently having to answer questions why everything is going so wrong

It’s a systems fault - loads of other government departments and the ONS do this routinely
