Public information campaigns don't work! Pedestrian safety isn't some exotic issue that's never been addressed by policy before. We know exactly what works on this and it's almost entirely restriction and enforcement efforts aimed at drivers.
The single most effective thing NYC could do to make pedestrians feel less threatened by ebikes is a multilingual PSA campaign explaining to ebike riders that courtesy to pedestrians helps ebikers.

Be careful of strollers and old people. Don’t scare pedestrians. Apologize profusely if you do.
There is no possible justification for limiting e-bikes to 15mph but not cars.
