It actually has a lot more to do with how the CAP messages were formatted and what XML tags were used, as to whether or not those messages were sent to WEA (phones), EAS/Weather Radio and so on.

I went through the raw output files from AWIPS and put it all together.

How do hospitals stay in business? 4 issues need attention:reimbursement, profit/loss margins, technology needs, policy changing (minute to minute under DJT). All that means zip if you need care. But if the hospital isn't there for you, then it means everything!
