37yo male videoing ICE with phone. Attempts to help a person getting shoved around by ICE. Then tackled to the ground. Found to be (legally) carrying a handgun (holstered, not drawn). ICE disarms him and while he is pinned to the ground, some ICE agent yells gun and shots him 7 times in the back.

This statement is not unexpected. It is part of DHS playbook. What I saw on video from two angles was a man armed with an iPhone tackled to the ground. It was then they discovered a handgun (which is already been confirmed that he was legally carrying) and disarmed him. They then murdered him.
