reading a paper that measures housing affordability as whether or not someone at 30% ami can afford a median 1 bedroom apartment, which I think is a mistake. that’s like a 20th percentile income — if that person can’t afford a 50th percentile apartment, that doesn’t mean they can’t find housing

if the project were to only drop BAT lanes near powell, it would be a big improvement over the “some BAT lanes” design considered by trimet earlier in the process, but this still amounts to a major attack on transit priority in this project by ODOT

ODOT’s requires a volume/capacity (v/c) analysis of ODOT facilities near the project, and they identified several problematic areas. there are several where they think the project could get an exception, but trimet is now discussing dropping BAT lanes near powell to comply with their policy
